Project DeRenne and the GaDOT Are Still Looking for Historical Properties

The GaDOT is attempting to identify historic properties already listed in the National Register of Historic Places (NRHP) and any properties not already listed that would be considered eligible for listing that are located within the geographic area of potential effects (APE) of the proposed projects.
The proposed projects consist of improvements to traffic congestion and pedestrian safety along DeRenne Avenue in Savannah, Georgia from 1-516 to the west to Truman Parkway to the east.
The proposed projects are divided into three sections.

We're Famous in Atlanta!


In an article on ranch homes becoming historic properties, the Atlanta Journal-Constitution cited Fairway Oaks as one of the first communities in Georgia to be listed in the national register.



Here's (mostly) the good part:
"Though some communities — including Collier Heights and Savannah’s Fairway Oaks — were already listed when the guidelines were completed in 2010, it marked the official moment that ranch homes in the state became eligible for the national register. There are about 2,000 communities and individual ranch homes listed statewide, Cloues said.

But what does it really mean for the estimated 275,000 to 300,000 ranch-home owners in the state? There are tax incentives, Cloues said, but mostly there is the pride that comes with having your own little slice of history.

“It helps them understand what it is about that house that makes it special,” Cloues said.

Being listed does not mean a private homeowner cannot alter his or her house or property, said Patrick Sullivan, an architectural historian for New South Associates. But any state or federally funded projects have to take into consideration how the project may impact a nationally registered property.

Not every ranch home is eligible for listing, and the first step in identification is understanding what makes a house a ranch house.

Ranch houses in Georgia reached a period of significance between 1945 and 1969. Interior and exterior characteristics are considered when evaluating a ranch house, according to state guidelines, with five features considered character defining: red brick exterior, unobscured front entry, a variety of window types including the common three-part windows with a center picture window and flanking operable windows, screened porches and zoned living spaces inside.

Eligibility for listing is generally easier when applying as a community or group of homes, but individual homeowners may also apply. The process includes a description of the home or community being nominated in the form of images and floor plans, the historical context of the property nominated such as when it was built and who lived there and a property assessment from the homeowner or neighborhood association...."

Hurricane Irene Decides to Pass on By




CEMA Reminds Residents to Be Mindful of the Effects of Hurricane Irene


Hurricane Irene will pass coastal Georgia Friday moving north-northeast at about 12 miles per hour. Although the maximum sustained winds near the center of the storm may be as high as 125 mph, coastal Georgia is outside the outer bands of 34 mph tropical storm winds; however, that does not preclude occasional gusts in excess of 45 mph or higher.
Hurricane Irene will spend most of the day passing coastal Georgia 50 miles to our east. Its maximum sustained winds will range from 110 to 115 mph making it either a Category 2 (96-110) or a Category 3 (111-130) storm. It should be past Chatham County by midnight Friday moving 360 degrees towards the Outer Banks of North Carolina.

The forecast for Chatham County is a maximum of ¼ inch or rain, steady 20 mph winds with gusts to 30 mph possible. Dangerous beach conditions of rip currents and surf swells are expected throughout the weekend.

People are urged to remain out of the water through at least Saturday.

Smoke's getting in all of our eyes - and what we can do about it

From the Chatham County Health Department:


CHATHAM COUNTY, GA— The Chatham County Health Department is asking residents to take precautions to avoid health problems related to the smoky conditions caused by the recent wildfires.
Smoke from wildfires can cause coughing, a scratchy throat, irritated sinuses, shortness of breath, chest pain, headaches, stinging eyes, and a runny nose. Smoke may worsen symptoms for people who have heart or lung disease, or other pre-existing respiratory conditions, such as respiratory allergies, asthma, and chronic obstructive pulmonary disease (COPD). When smoke levels are high enough, even healthy people may experience some of these symptoms.
The Chatham County Health Department urges you to protect yourself by using the following precautions:
Stay inside with windows and doors shut.
Use the recycle or re-circulate mode on the air conditioner in your home or car.
If you do not have an air conditioner and if it is too warm to stay inside with the windows closed, seek shelter elsewhere.
Avoid cooking and vacuuming, which can increase pollutants indoors.
Avoid physical exertion.
Asthmatics should follow their asthma management plan.
Keep at least a five-day supply of medication on hand.
Contact your doctor if you have symptoms such as chest pain, chest tightness, shortness of breath, or severe fatigue. This is important for not only for people with chronic lung or heart disease, but also for individuals who have not been previously diagnosed with such illnesses. Smoke can “unmask” or produce symptoms of such diseases.
Keep airways moist by drinking lots of water. Breathing through a warm, wet washcloth can also help relieve dryness.
Use a high-efficiency particulate air (HEPA) filter to reduce breathing problems. A HEPA filter may reduce the number of irritating fine particles in indoor air.

Another home invasion/robbery in Fairway Oaks

Details are still developing, but what is known so far is that the incident took place on Wednesday, April 20th at a private residence at the corner of Althea and Margatha, around the time of 9:30 -10:30AM.
An elderly man with a cane approached our neighbor (a retiree) on her way out of her side door to the garage. His story was that he had worked in this area years ago and that he remembered her and wanted to show her something she needed. He was trying to sell her something.
As he tried tried to call her by name, his younger 'associate' got out of their truck and walked up with a roll of linoleum for her kitchen floor. The old man kept on talking - keeping our neighbor's attention and herding her into the kitchen - while the young guy slipped into the dining room and into the rest of her home and bedroom, where he took a bracelet some old gold and some money.
It appears these two have been working this angle for a while as the the younger man reappeared just as the old man finished his sales pitch. Expert timing here.
Our neighbor said she was not interested in the product and the two left quietly and amicably with their swag. It was not until Thursday and Friday that the theft was noticed, and not until Saturday morning were the police notified and a report filed.
Our neighbor was embarrassed that she was taken by these thugs, but she's also very lucky to be unhurt. She feels very stupid and foolish about this.
She had no way of knowing it, but these guys are pros - not random street scum wandering our neighborhoods. They did their 'homework' on her and our neighborhood and targeted her. They had to have spent considerable time cruising our streets to have picked her out.

Now she just wants to make sure that no one else makes the same mistake she made. All in all, she was pretty lucky.

LNG Liability Forum May 3

Citizens for Clean Air and Water schedules a forum on Liability for Liquified Natural Gas

On May 3, 2011, Citizens for Clean Air and Water will present a Forum on Liability for Liquified Natural Gas.
The location is Candler Hospital, 5353 Reynolds Road, in the Marsh Auditorium
The Forum will begin at 7PM and is free and open to the public.
A panel of experienced Savannah attorneys, including Howard Spiva, Mark Tate, George Lewis and Clete Bergen will discuss the issue of liability insurance and its pertinence to LNG.
Pam Miller, co-founder of Citizens for a Safe and Secure Savannah, will give remarks about the organization’s activities related to the proposal for LNG trucking.
Topics that will be discussed include, but are not limited to, liability for negligence; wartime exceptions such as terrorism, foreign or home grown; and limitations regarding natural disasters such as earthquakes, hurricanes, tornados and the like.
Clete Bergen, a Savannah attorney and President of CCAW said, “Our lives are full of risks. We attempt to protect ourselves from these risks with insurance. We need to be fully informed about the extent or limitations of such protections.”
Judy Jennings, a CCAW member and long-time LNG watcher said, “LNG is by definition a hazardous material. We often look to government to protect us, but we also have personal responsibility and we need to know the fine-print about whether or not our insurance will keep us whole in the case of a loss resulting from LNG.”
Patricia Jenkins, a CCAW member with personal experience in evacuations said, “I understand about evacuations. The Powell Duffryn explosions and fire in 1995 caused my parents to be evacuated three times from their home. Proximity of the danger was a primary issue. Also, the aftermath placed unexpected living expenses and undue turmoil on my parents who were already weakened by previous illnesses.”

Square Dancing for cool people at White Bluff Presbyterian

Beginning Starting March 7th (first Monday of each month) all are invited to White Bluff Presbyterian Church for a night of fun, excitement and good exercise. It will rejuvenate your spirit and leave you feeling great. Many lifetime friends are made in square dancing.
Your instructor (and caller) will be Fairway Oaks resident James Hurt, one of the great callers in this area.
Square dancing is not like other dances. In square dancing, each movement you make is called by the caller in whatever song he is singing. The singing and music are exceptional.
These movements are easy to learn and are taught step by step, starting with the basics. You will have an angel (a square dancer) as a partner to assist you in learning the calls. It is fun and exhilarating. It will get your blood pumping and you will not want to stop. Many of dancers even experience what is called a “square dancer’s high.”
Lessons are only $5.00 each, and first two nights are FREE.




Starting at 8:00 p.m., March 7th (first Monday of each month), you can swing your partners at White Bluff Presbyterian Church, 10710 White Bluff Road, Savannah

Has it been almost 300 years already?

The City and Chatham County are inviting you to an important planning process meeting concerning Savannah's Tricentennial Plan, on Tuesday, at 6 p.m. on February 22, 2011, at the Coastal Georgia Center.


In 2002, the Savannah Mayor and Aldermen and Chatham County Commissioners launched an ambitious proj­ect, the Tricentennial Plan, which includes a long-range Comprehensive Plan and an updated zoning ordinance for the City of Savannah and Unincorporated Chatham County. The Compressive Plan was adopted in 2006 and identifies our community’s goals through 2033 – the 300th anniversary of Savannah.
At the five-year mark, it’s time to report on our progress, review our goals, and identify new goals. A challenging economy, an aging population, an obesity epidemic, finite energy resources, climate change ….all of these this things need to be addressed in this reevaluation process.

You are invited to join our effort to help shape future policies on land use, economic development, historic and cultural resources, transportation, and other critical community issues such as the relationship between urban planning and community health.

Refuse Savannah's Garbage Fines!

The City has begun cracking down on ne'er-do-well taxpayers who leave their trash cans out
past the stated time. Forget, or leave them out too long, and you will receive a $15.00 fine that will be attached to your water bill.


City regulations state that "carts should be placed at the curb by 7:00 a.m. on the morning of scheduled collection, but no earlier than 5:00 p.m. the day before collection and removed by 7:00 p.m. the day of collection with the exception of holidays." This applies to both garbage and recycling carts.

The ticket can be enlarged to see the extensive list of violations you could possibly commit, as well as the necessary contact info for the Savannah Sanitation Bureau.

Love them? Then leash them!

Neighbors continue to report unleashed dogs running around in Fairway Oaks. This presents a safety hazard for the animals, potential legal consequences for the owners, and is a violation of Savannah city ordinances.


Who's awesome? The responsible pet owner, that's who.

If you do see a dog running free, inform the owner immediately (if it's known to you - we are a community after all) or call Animal Control at 351-6750 or the City at 311.

Remember, every good dog has a great master.




The Savannah leash laws read:

Sec. 9-5022. Restrictions on dogs running at large.
It shall be unlawful for any dog to be on the streets, lanes, highways, roads or squares of the city, or loose on vacant lots or unenclosed lots, so that he may freely have access to the streets, lanes, highways, roads or squares of the city, unless such dog is held firmly on a leash held by a person. It shall be the duty of any owner or possessor or any person who harbors or keeps any dog to confine securely the same within the limits of his own premises and not to permit such dog to run or have access to run the streets, lanes, highways, roads or squares or parks of the city except as above set forth or for hunting, field trials and the working of said dogs.
It shall be unlawful for any dog owner to keep or have within the city a dog which habitually or repeatedly chases, snaps at, or attacks pedestrians, bike riders or conducts itself so as to be a public nuisance. To effect the impounding of such a dog, if necessary, the animal control officer shall have the right to muzzle or employ such other methods as may be reasonably necessary to impound such animal.

Sec. 9-5023. Notification regarding tag requirement.
Where any dog is found within the city, without having a license tag as hereby required, it shall be the duty of the humane officer to issue a citation and subpoena for violation of this article.

Sec. 9-5024. Impoundment of dogs--Authorized.
Any dog found upon the streets, lanes, highways, roads or squares of the city, without the corporate limits of any municipality therein, in violation of this article, shall be caught by the humane officer or his assistant and impounded. The humane officer or his assistant shall have the specific right to enter upon any unenclosed private property to secure capture of any dog in violation of this article.

Sec. 9-5025. Same--Duty of humane officer.
Upon the failure of a person to comply with the notice given him as provided under this article within 24 hours after receiving same or should the person in charge of the premises upon which an unlicensed dog is found disclaim ownership of such dog, by himself or any member of his household when so notified, it shall thereupon become the duty of the humane officer to go upon the premises and take charge of and impound the dog.

Sec. 9-5026. Same--Dogs kept three days.
Any dog impounded under the provisions of this article shall be kept for three days in some convenient place, to be known as the dog pound or humane shelter.

Next LNG Trucking Public Meeting in Savannah February 2

The Feds have set the next public input event for El Paso Energy's LNG trucking request for February 2,
AKA Groundhog Day. Perhaps they are hoping the public will see El Paso's shadow and not come out for this meeting.

It is vital that we make our presence felt and voices heard!


If El Paso gets its way, there will be an additional fifty-eight loaded LNG trucks going out and fifty-eight empty LNG trucks coming into Savannah on DeRenne every day. That makes 116 tanker trucks per day on roads that are already crowded.

Chatham County has a new “Total Mobility Plan,” wants your input


TOTAL MOBILITY PLAN PUBLIC WORKSHOPS



In September, 2009, the Coastal Region Metropolitan Planning Organization (CORE MPO) adopted the Framework Mobility Plan, which is the federally required Long Range Transportation Plan.

At that time, the CORE MPO took advantage of the opportunities created by the plan update process, to craft the Framework Mobility Plan as the policy foundation for a more in-depth planning effort which will ultimately incorporate an extensive series of new emphasis areas such as sustainability, Complete Streets, Context Sensitive Design, non-motorized transportation and transit into a comprehensive “Total Mobility Plan.” The CORE MPO Total Mobility Plan will strive to address not just the need for transportation, but also the complex interactions between transportation and the community as a whole. In doing so, the Total Mobility Plan will maximize transportation options in ways which support and reinforce community values and character.

Public input is critical to the planning process, and the CORE MPO is pleased to announce the first series of public workshops on the Total Mobility Plan. These meetings will be held at various locations throughout Chatham County in an effort to obtain as much input as possible. If you or someone you know is interested in the future of transportation in our community, please make an effort to attend one of the workshops.

Your input and participation is critical to the development of the plan, so please mark your calendars!!
